| The enactment of the Right to Information (RTI) Act, 2005 is a historic event in the history of democracy in India. This act came in to existence on 12th October 2005 and is implemented in all the States of Govt. of India except in the State of Jammu & Kashmir. |
| Right to Information Act (RTI) is an important constitutional initiative of the government, with an objective to bring about transparency and accountability in its functioning. This act carries its importance in the fact that there had been a real need of bringing about transparency in the government's functioning for quite some time. It makes the instruments of governance, i.e. the Public Authorities, more responsible in discharging their duties of making the government's welfare measures reach the people quickly and hassle free. The vast population of the country, which previously remained in the shadows, will now be hopefully enlightened about the different measures that their governments take for their upliftment and as also of their rights and duties. This act greatly empowers the citizens. ICT has played a vital role in implementing this act throughout the country. |
| However, in about three and a half years of its implementation, the mandatory provisions of the act did not yield much results of fulfilling the objective of disseminating information to the public. In addition to this, there is a court verdict whereby all Public Authorities of Govt. of Orissa have to maintain and update all mandatory disclosures within a prescribed time limit. In order to have a central monitoring on this RTI implementation, the Nodal Department has evolved a strategy and formed a system called RTI Central Monitoring Mechanism, renamed as Loksoochana, which would be available to public & public authorities in the URL www.rtiorissa.gov.in. This centralized web based system has the following major components: Proactive Disclosure (Content Management System), Online Request to Information (E-Request), Maintenance of Register (E-filing & Annual Report) and Computerization & Maintenance of Records (E-Records). |
| All these activities have been undertaken by the State RTI Implementation Cell, created inside the Information & Public Relations Department. Further, for the smooth implementation of the System, a Chief Monitoring Officer, with two Deputy Chief Monitoring Officers has been designated inside the Cell. |
| We at Luminous, take pride in the fact that we have played a pivotal role in this noble initiative of the government, being the implementing agency of this act throughout the state of Orissa. The World Bank has also recognized and appreciated this proactive role of Luminous. This application is a web based service, providing different usages to the administrator, the department users and also to the general public. The different offices/departments of govt. of Orissa have also uploaded their in formations in this site for spreading awareness among the people. |
