Jitendra Kumar Panda is a senior public sector professional with over 25 years of experience in e-Governance, MIS, IT-enabled programme implementation, strategic programme management and digital transformation across National and State Government ecosystems.

He has worked closely with Government departments, implementation agencies, technology teams, IT partners and other stakeholders to support the effective planning, implementation, monitoring and operationalization of technology-enabled programmes.

He brings extensive experience in Government programme management, e-Governance, stakeholder coordination, technology implementation, business process improvement, MIS and performance monitoring. His work has involved supporting programme implementation, developing monitoring and reporting frameworks, preparing functional requirements and technical documentation, strengthening MIS and dashboards, improving IT applications, and supporting the operationalization of digital solutions.

His experience spans diverse Government domains including urban housing, education, tribal development, health, agriculture and Government administration. Key initiatives include the PMAY-Urban MIS & Awaas DBT Monitoring System, House Allotment System, Works Project Monitoring & Payment System, Learning Achievement Assessment System and Litigation Management System, along with MIS and technology-enabled applications in education and agriculture.

Over the course of his career, he has worked with organisations including the Housing & Urban Development Department, Government of Odisha; ST & SC Development Department, Government of Odisha; EdCIL (India) Limited under the Ministry of Human Resource Development, Government of India; Centre for Modernizing Government Initiative (CMGI), Government of Odisha; and other Government institutions.

His professional responsibilities have involved Government stakeholder engagement, programme monitoring, process reengineering, requirements analysis, SOP and process documentation, IT application enhancement, vendor and technology-partner coordination, reporting and implementation support. He brings a strong understanding of the Government ecosystem and the practical challenges involved in translating programme objectives into scalable, technology-enabled solutions.

He holds an M.Sc. in Information Technology and an MBA in IT & Systems, complemented by professional training and certifications in Project Management, Power BI Data Analytics, Data Analytics, Generative AI & Prompt Engineering, and Tableau.
