

Every tourism project begins with an idea, a hotel, a resort, a new experience for visitors, or a plan to bring more people to Odisha. But turning that idea into reality also means navigating approvals, incentives and several stages of government processes.
On 3 October 2026, Odisha took a step towards making one important part of that journey easier.
During the inauguration of Odisha Travel Bazaar ’26 in Bhubaneswar, the Hon’ble Chief Minister of Odisha, Shri Mohan Charan Majhi, launched the Odisha Tourism Investment & Incentives Management System (OTIIMS).
OTIIMS stands for Odisha Tourism Investment & Incentives Management System. It is a digital platform created to manage tourism incentives and subsidies under the Odisha Tourism Policy.
Instead of an investor having to look at different stages as separate processes, OTIIMS brings the incentive journey together — from application and verification to valuation, field inspection, scrutiny, sanction and disbursement.
The idea is simple: make it easier to follow what is happening with an application at every stage.
For investors, the journey begins with Go SWIFT, Odisha’s single-window system for investment proposals.
After the tourism project becomes eligible for incentives, the investor can continue the incentive process through OTIIMS. The application then moves through the required stages, while its progress can be monitored through the platform.
This also brings different people and teams involved in the process onto one workflow, including Tourism Officers, Branch Officers, Valuation Teams, District Tourism Officers, the Scrutiny Committee and the Directorate.
One of the most useful parts of any online government service is knowing what is happening after an application is submitted.
OTIIMS provides application status tracking, dashboards, MIS reports, SMS and email notifications, audit trails and monitoring features.
For an investor, this means greater visibility during the process. For officials, it provides a common system to manage applications and keep track of progress.
Getting an incentive sanctioned is an important milestone, but it is not the final step.
OTIIMS is integrated with IFMS and the Odisha Treasury for online bill processing and disbursement. The system is also designed to support Direct Beneficiary Transfer (DBT) based disbursement.
This connects the application process with the financial side of the incentive journey, helping create a smoother flow from processing to payment.
A platform of this scale is never the work of one team alone.
OTIIMS has been developed through the collaboration of the Department of Tourism, Government of Odisha, NIC Odisha and Luminous Infoways.
For Luminous Infoways, being part of this project is a proud moment. It is an opportunity to contribute technology towards an area that has a direct connection with Odisha’s growth — tourism and investment.
The project also reflects what can be achieved when government departments and technology teams work together with a common goal.
Odisha already has a strong tourism story — from its temples and beaches to its forests, wildlife, culture and natural landscapes. The next part of that story also depends on creating the right environment for people and businesses willing to invest in the state.
OTIIMS is one step in that direction.
By bringing the incentive process into a digital workflow, the platform aims to make it easier for investors to apply, follow their applications and understand the progress of the process.
For the teams behind the platform, the launch is more than the introduction of a new system. It is a chance to see technology being used to make an important government service more accessible and easier to navigate.
